Digital Public Service Modernisation for a Regional Authority
CYVERRA executed an enterprise digital transformation program to modernise fragmented citizen service delivery and back-office case management. The initiative consolidated legacy systems into a unified, secure cloud portal with automated workflow routing.

The Challenge
The regional authority operated across disconnected legacy systems and paper-heavy workflows, serving a population of over 650,000 residents. Individual civic departments maintained independent databases, resulting in duplicate constituent records, inconsistent data governance, and significant administrative processing delays across licensing, permits, and social service requests. Constituents faced disjointed service interactions that often required in-person appointments or physical documentation. At the same time, department staff spent considerable hours manually re-keying data between proprietary legacy mainframes and local spreadsheets, limiting throughput and making SLA reporting across municipal departments unreliable. Strict regional data sovereignty mandates and government accessibility guidelines (WCAG 2.1 AA) required any modernisation effort to maintain rigorous security, fault tolerance, and universal access without disrupting ongoing public operations.
Our Approach
CYVERRA designed and deployed an extensible, cloud-native architecture combining an accessible citizen-facing digital portal with an automated back-office casework platform. Using domain-driven design, the team established a unified constituent data model that securely synchronised with legacy core systems through an enterprise API integration layer. The citizen portal was engineered with responsive, accessible frontend frameworks, providing single-sign-on identity verification, dynamic form submission, and real-time status tracking. For back-office operations, CYVERRA implemented an orchestrated business process automation engine that standardises validation rules, flags compliance issues, and routes applications directly to relevant department queues based on capacity and jurisdiction. Security and compliance were embedded from the outset through automated CI/CD pipelines, containerised deployments in a sovereign cloud environment, role-based access control (RBAC), and end-to-end audit logging aligned with public sector data protection regulations.
The Outcome
The transformed platform unified more than 40 municipal service workflows into a single digital ecosystem. Constituents gained the ability to complete submissions and monitor application progress online, which dramatically reduced in-person queues and telephone enquiry volumes across municipal offices. Internally, automated data extraction, validation, and workflow routing eliminated manual intake bottlenecks. Departmental teams gained centralised visibility into operational backlogs, standardising service turnaround times and establishing defensible audit trails across all administrative actions.
